The good news is, assuming no lack of mobility they can walk to C terminal airside after re-clearing security. It's a decent walk (1/2 mile - ish) but easy. PHL is very easy to navigate. They can request a cart assist if needed, but that may take a bit. There is no other airside transport between those terminals.

These terminals are on opposite sides of the airport. It is approximately a half mile and would take about 15-20 minutes to walk it, even with the moving sidewalks in a couple of places. A shuttle between A and F would not be that much better. You better reconsider your flight selection out of Philadelphia.

If you can’t change that flight, take heart: in the last year, three out of the four times we connected in Philly our flight out of there was delayed. You can either walk through the B/C connector to gate C-16 and grab a shuttle to F gates that run every 10 minutes or less. Or you can just walk airside through the terminals about 20-30 mins depending on pace which is what I usually do.
