Outlook only ever uses the root mailbox of the active profile for mail merge, to my knowledge. If a user needs to have their own mailbox in Outlook and do mail merges with a shared/other mailbox, then they just need 2 profiles to switch between. Their mailbox in one profile, the shared mailbox in another profile (again, added per above tip).

Try securemailmerge.com (in the office store also as "SecureMailMerge"). Free plan available and handles attachments no problem. Since this is the SysAdmin sub not the tech support sub, I'm going to say use Powershell. There is no built-in option to send mass emails with attachments in Outlook 2016.
