The other guaranteed fountain view rooms are the Terrace Angle (you have to call and ask for this one) and the Bungalow Suite.

Yes, the Cosmo most definitely has Terrace Studio Fountain View rooms in the Boulevard Tower. Boulevard Tower - I personally prefer a ##98 series Terrace Studio FV room myself. As for the Terrace Wraparound Suites, the ##78 room series are the "Best of the Best." ALSO; there are "no" 40s floor numbers used in the elevators to the Boulevard Tower.
The view was not great because of the low floor. I have always stayed in the West Tower, in either a Studio, One Bedroom, or Terrace Suite, and with one exception, always on the fountain side. The 1-bedroom suite with terrace is perfect for family. Cosmopolitan of Las Vegas is our most fave hotel during our US vacay. Stayed here for 3 days & I’m so glad we did! Though a bit pricey it was worth every penny. It is located right on the strip. Our room is on the 62nd floor & the view was spectacular by day & night.
Premium view means the same thing as Fountain view. In the East/Boulevard Tower, rooms 93 - 99 and room 78 face the fountains. 93 and 78 are Wraparounds, with 78 being the best room (on the northeast corner with view of both Fountains and Strip ).
