   We've never paid a drop fee between the two cities whether renting from airports or city neighborhood offices. However, sometimes the rates per day are higher than renting locally. We've paid $26 for a one way rental from local avis, and around $200 for a week. But it depends on the time of year etc.

It's a way for the rental agency to handle THEIR increased risk of renting to people under 25 but in no way does it change the fact that you will need to purchase some form of insurance.
