1) In Mexico, it appears that you must purchase liability insurance – yet these costs are not included in your reservation quote. I called the Hertz 800 number to ask the cost. They switched me to the international desk to get the info. The international desk did not have this information and asked me to call the Cancun location.

When i got to the Hertz place close to the Terminals, I gave him a print out of my reservation, plus my license and a credit card. He fills out all the paperwork and tells me I do not have sufficient insurance to cover any accidents on the car. I tell him I have, and show him the add on i paid for. Still, not enough.
They are not affiliated with hertz USA and calling US hertz will get you no where. It is a local business that subscribes to Hertz reservation system. To call them a franchise is a stretch because a franchise still answers to the parent company and clearly in Cancun , that doesn’t occur.
