I had a confirmed/verified booking through Expedia (booked 10 days earlier) with Hertz Quepos. When I showed up they didn't have my reservation on file and no car available for me to rent.

Always book direct. Especially with cars in such short supply. If you show up at the Hertz counter with a Hertz reservation you will get better help if there is a problem, than if you book through a third party and have to track down Expedia in a hurry. 2.
Through Expedia; Enterprise is the cheapest with their compact cars, ranging from $382 to Avis’ $400 (which is what i was thinking about booking, the price through their company is $800 for the same amount of time), Budget seems the most expensive ranging from $500-$700, just through a third-party rental company.

Because the flight was delayed so I got to LAX next day. I thought Budget just asked to check against my credit card, but after returned home, I saw that Budget charged me $133 more.

We called to EXPEDIA.ca and they cancelled reservation. Very unprofessional service at HERTZ, but more upsetting, very un-human service - we left airport at 3.30am, very tired. And please don't think we are picky customers!!!!! We jusy needed car for one day and we didn't care what car we will get (originally we reserved cadilac for $110 per day)

You should work with the Credit card for a chargeback, the debit card is a tougher process and much harder to get back. Going forward never pay for travel with a debit card.
