It's a drama and that is showing how friendly the characters are in that drama but one of my British acquaintances was a huge fan of a bar close to Tokyo Station just behind Tokyo Book Center and I recently found that he even wrote a TA review.

Also, if this is data only, then for phone calls/texts, it seems you'd want to use a web-based phone app like LINE or What's App.

For alert travelers who are familiar with Japan, it might be feasible to take public transportation into central Tokyo after a late-night arrival at Haneda. For a first-time visitor, after a long flight, it could be more problematic to navigate public transportation.
