Dennis, I think that wording is pretty clear -- you won't be able to use the Uber gift card for pay for any rides outside the United States. My guess is that it probably has something to do with currency issues -- if you're paying with a credit card (as you normally do) Uber charges for a ride in the local currency and then your credit card handles the currency conversion.

I have exchanged currency already but thought I would send a VISA pre-paid--gift card with him in case he need more money. He does NOT have a reg credit card--only Japanese currency.
