It's so much more expensive to rent a car from the airport that imho it is worth the cost of a taxi to a rental location outside of that facility. I rented with Hertz at the airport and it cost me big time plus the service was not good.

Worst rental car experience ever at the Hertz counter at ATL. 1. 3 hour wait for a regular sedan DESPITE a reservation. Unacceptable. 2. We were told it would be 1-2 hours "worst case scenario". 3. After 2 hours we were told there were 1-2 people ahead of us. After 6-7 more people were called - I asked the agent why we didn't have a car yet.
The top rated company, National, received 2.3 stars. That's not an awfully convincing measure of trust. And consider that six of the eight rental firms were each rated at less that two stars ...
After 30 minutes of shoving 160 lbs of camping gear around the Atlanta International Airport rental lots while following the Thrifty signs, we found only tumbleweeds and a dead coyote. A helpful Sixt employee told us that Dollar, Thrifty, and Hertz are actually the same company and were sharing space in a completely different structure.
