There are ways to get around it, but they need a credit card and will put a large hold on it, or need an equally large amount of cash as a deposit.

I don't know if you can use a debit card to rent a car in Mexico, but even if you can, it's not advisable. Get a prepaid credit card. Use your debit card only at a bank to get cash when needed.
