The DOT has no control if you buy your ticket from any 3rd party ticket. As to trip dot com. I think you will find most booking sites will charge a fee (50.00 to 200.00) to process almost anything this does include canceling before 24 hours has passed. You would pay this even if you cancel just 2 minutes after you book.

No show fees or cancellation fees are only relevant if you are trying to get the airline to refund or provide credit against future flights in respect of the journey you didn't make. I had booked a flight PORTO-MAD with Air Europa. fare type FLEX. The fare conditions were "Your fare. Economy Flex. Economy cabin. 2 pieces on cabin: 1 baggage 55x35x25cm - 10 kg. 1 Under-seat bag. 1 × 23 kg item in the hold. Changes allowed without penalty. Cancellation allowed with penalty"
Whether you made a mistake or changed your mind, you can cancel your flight within 24 hours of purchase without penalty so you have more flexibility in making travel plans. That seems fairly simple. But, the process probably wont be as easy with Travelocity as it would be with the airline.
They didn’t find it on the Wizzair site. They googled it and probably found some unreliable sources that state there’s a 24hr cancellation period which are not accurate. The DOT rules don’t apply in the U.K. The OP hasn’t provided a link to where they claim they saw it on the Wizzair website.
