    The DOT has no control if you buy your ticket from any 3rd party ticket. As to trip dot com. I think you will find most booking sites will charge a fee (50.00 to 200.00) to process almost anything this does include canceling before 24 hours has passed. You would pay this even if you cancel just 2 minutes after you book.

If you cancel usually airlines will give you back the original fare less a change fee as a credit to use on a future flight. Often th change fee is more than the credit so you end up with nothing. And Expedia may also take a change fee out.
