Rental companies operating in France are obliged to release your details for speed tickets .... but the French administration is so loose and not efficient on that digital side that your fine has been trashed.

A speeding ticket here is a moving violation that does not involve in the car or its owner in any way. That's why your rental company wouldn't be involved. Only the driver. You may be "wanted", but I don't think they'll spend (and other states to entertain) on extradition, so you shouldn't arrive into the US at a California port of entry.
