   It certainly looks like the drop fees for rentals BWI- Boston are very high. If you aren't concerned with seeing any sights south of New Haven, another option would be to take Amtrak from BWI-New Haven (as low as $55 when booked in advance) and rent a car from there, looks to be quite a bit cheaper.

The shuttle buses run regularly between the Amtrak station and the airport terminals, where you can easily catch another shuttle to the car rental facility.

   I might be tempted to hop off the train in Wilmington, DE, rent from there and drive the 90 minutes to Upperco vs. 45 from BWI (+ another 45-60 minutes on the train + additional expense for the longer train ride + hassling with the BWI shuttles). Avis, Hertz, Budget, National & Enterprise are all located at the Amtrak in Wilmington.
