We have been to Quebec City several times during October, usually around the US Columbus day weekend which is early October, and the weather has been quite nice, high 50's, low 60's, sometimes windy, sometimes not. A warm coat at night helps, but no more than a seater or long sleeve shirt during the day, if not short sleeves.
