I ran into the same problem when my 19 year old son was flying out the day after us and needed transportation to the airport, I didn't want to leave him stranded for 24 hours.

So if you can find an agency willing to rent you a car, consider yourself lucky. Pretty much the same applies to hotels.

However; - I've seen, on another forum, someone from the UK, aged 19, saying they managed to rent through Usave - it may be worth checking (send them an email) make sure you have adequate/full insurance though including damage waiver and liability.
