I don't understand how the state of CA ripped you off. Avis (and other rental car companies) have latched onto this toll transponder revenue stream and charge visitors silly amounts of money for the convenience of having a transponder. $2.95/day seems to be a standard fee - not just in CA, but in other states as well - this was the fee last time I rented from Hertz at Washington Dulles.
Beware! If you rent a car in California you may get ripped off as I was recently by the State of California and the rental company. I rented a car from Avis and 3 weeks later was billed $15.20 for a mysterious "tolls and bridges" charge. Answer 1 of 9: I've used Avis for over 6 years for car rental, my fav group H, Caddy or Lincoln. Been trying to reserve for October for over 2 weeks now, group H is constantly 'unavailable' or 'sold out'.

The office is accessed from the street then you are given the keys and told where the car is parked, its inside the parking in the shopping centre so not on the street.
The easiest way to get to Culver Avis cheaply from SM is probably to walk down to Venice Beach and then take the Culver City number 1 bus, or the metro 33 bus. If you booked thru a European dealer they may have more included than what we Americans are used to. I just use my phone for navigation. New cars will pretty much all have USB ports.
