I reserved a car online from Thrifty at Raleigh Durham Airport for 2 weeks for $350. I added a driver which was an extra $150. The agent advised that there were further compulsory charges bringing total to $1300.

   You are correct that the 3rd party sites that show cheaper rates probably are not including all the taxes and fees on the rental car. It is not normal for US car rental agencies to require customers to purchase a tank of gas, but maybe that too is different for foreign visitors. Dollar and Thrifty are reliable companies.
