Smart is way better at all times when it comes to internet connection especially in the metros. Few were only using it because of its much expensive calling (promo) rates. Globe is way better for calls and text messages because most people were using affordable calling rates both in the cities and provinces.

My experience is different though. I used to travel with a foreign card that operated on GLOBE and SMART. I did not decide which provider, my phone made a decision which provider. When travelling around the Philippines, whether in a city or outside a city, something like 90 percent of the time, my phone was on GLOBE.
