You should dispute the charges through your credit card company and also post your complaint of their FB page (Avis, not Costco). Their PR people read them all the time and respond promptly.

I've been looking for a car rental place in IAD (Washington Dulles) in July. kAlmost every single site has min-priced cars @ about $33 a day, but for some reason, Kayak.com has some cars at $15 a day.
