   Google Map France can also be downloaded for offline use. You just won't get live traffic. Map use doesn't consume a ton of data anyway. I have an old but still kicking Garmin as well. I still use it when I drive in foreign countries. I then use Google Map as a back-up, primarily for searches.

   Google Map should provide live traffic if you data. Maybe Waze does, too (I have never used Waze). They won't know about constructions zones or any traffic restrictions though.
