    when you fly to philippines, check if your actual seat is the one you pre booked. if it is not, then that can explain why. There were flights i took where the online check in line was longer or slower moving than the regular counters. There are 1 if not 2 online counters, more for the regular counters so I ended up just going for the regular line.

If you are flying internationally with PAL, book it all together as the international allowance of 23kg will apply to the domestic flight. Also, in my experience, the domestic flight add on is a minor cost compared to booking it separately.
