I rented a one way car from Hertz in Switzerland. The reservation included the one way fee as about $400. Their office confirmed the total would be the same as my Priceline reservation including the $400 one way fee. Some Hertz locations are just that - painful to deal with. Others are nicer. Hertz 800 number is 1 (800) 654-4173 so you might want to see if they can direct you to someone who is not at the location you rented from. (I would not give it much hope but I would suggest trying to contact people outside of the location you rented from if possible).
