About halfway through the tour, you stop at the carnivore area, which has cheetahs, dholes, and African Wild Dogs. The carnivore area is more like a zoo and you are given twenty five minutes to walk around seeing these animals behind enclosures. A visit here can be quite pricey. Regular tour is $40/person, plus a $7 charge for parking/vehicle.

You can use Expedia or other third party sites to compare rates, but then go directly to the rental car company's website to reserve. It's better not to get a third party involved, especially if there are any issues.
Here are some of my suspicions about your situation: The North Bergen rental depot was most likely a franchisee rather than a full Hertz location, and while the main Hertz website doesn't make any distinction, and doesn't notify you which type you are using, I have noticed the fine print in the contract can be different, when you check it and compare.
