Not quite true - we can call 1-800 numbers from the UK, but we are charged. I do it all the time. I'm not sure about the other way round, though, as I can't remember if I've tried to dial an 0-800 from the US. At best, you'll be able to connect but will be charged; at worst, you simply can't connect. Sorry not to be of further help.
