sorry this happened but if look at multiple tour operator sites everyone is going thru the same problems. Travel insurance doesn't cover Pandemics so lots of people got trapped in that condition. Very different scenario if you cancel vs the cruise line cxls. Costco is a travel agent just like dealing with Expedia, or many others.
