Google Map France can also be downloaded for offline use. You just won't get live traffic. Map use doesn't consume a ton of data anyway. I have an old but still kicking Garmin as well. I still use it when I drive in foreign countries. I then use Google Map as a back-up, primarily for searches.

To a certain extent they both show ZTL but neither shows them all. Honestly the smart way to avoid ZTL tickets is to plot out your trip to parking lots outside the ZTL.
