I feel your pain, as I often have to do the same thing: know the meeting venue, but often need to find convenient lodging for the meetings, etc.
The street comes first, not neighbourhood. In your particular address, the street shares the name with one of Mexico City's delgaciones (boroughs). It would be clearer if the address had specified "Av. Cuauhtémoc." Anyway: street name, number, cross streets (rarely given), colonia (borough sub-division).
