Free shuttle buses from this station to the BWI Airport terminals operate daily every 6-8 minutes (every 25 minutes 1:00 am - 5:00 am). Yes, there's a big easy parking deck directly adjacent to the Amtrak/MARC station, it was $9 a day, overnights fine, easy in easy out. I've used it to ride Amtrak instead of parking near downtown Baltimore Penn Station. Being that BWI is right off 95/195/295 its even easier than getting to Penn.

The rate is $1 an hour with a max of $9 a day. I haven't parked there recently so I can't vouch for this information. I can vouch that it is a safe parking lot and right next to the BWI Amtrak station which makes it convenient for catching trains from there. There is lots of parking there (they have 2 lots) so you shouldn't have an issue there.

The cheapest, most direct way using public transit will cost around $20 and take almost 3 hours. You would take the 5A bus for $7 (pay in cash) from Dulles Airport to L'Enfant Plaza, where you can board the Metro. I've used it multiple times before when flying out of BWI (it's the cheapest covered lot with a frequent shuttle to the airport) and had no problems whatsoever. The lot is gigantic so I highly doubt it'd be full.
