    Assuming you're considering taking an Amtrak train from Washington, you would get off the train at the BWI Rail station. There is a free shuttle from there to the airport. If I were doing this trip I would take a MARC train from Washington the evening before and stay at a hotel near the airport with shuttle service. 2.

    Being that BWI is right off 95/195/295 its even easier than getting to Penn. My last trip, the Amtrak fare was the same originating at BWI vs Penn too. I suppose post #4 is correct in that the parking deck at the train station isn't a BWI parking entity, but there is a shuttle bus to/from the airport from the station.
