Renting a car for Budapest is an absolute “no”unless some extraordinary circumstances. No need for a car in the city for 99% of visitors due to an excellent public transport system. With that said, close by to Astoria is the Hertz car rental office that sits next to the Marriott hotel along the river. Walk time from Astoria is about 15 minutes.

I saw in a travel book that I supposedly need some “green card” which shows proof of insurance in Europe. Many times this says it’s required a border crossings.
