If you take your rental car past the VIS, which is gravel (and prohibited by most rental agencies), then your rental agreement is no longer valid and you will not be covered by insurance. - The only exception is a vehicle rented from Harpers. Harpers is the only known rental agency to provide vehicles that are permitted on the road past the VIS.

So go to the designated place (you'll see signs) and wait for a Thrifty/Hertz shuttle bus. I think they are operating out of the same building.
I've seen so many horrible reviews about the rental car companies that it really freaks me out! We're going to be in St. Thomas in 2 weeks for a week and I really need to get this booked. I found a deal for Thrifty for $254 after tax or we can pay $38 more to rent from Budget.
