    VZ doesn't actually operate the cell system in PR anymore. They sold it to América Móvil in 2007 who rebranded wireless service as Claro. Verizon retains a service agreement with Claro, so PR is still part of the extended service network. As long as your phone says "Extended Service" instead of "Roaming" you won't incur any extra charges.

But it doesn't provide for the most reliable connection because it's normal for power outages to happen often in PR, and this can (and often will) cause internet signals to go as well.

    I'll be in Puerto Rico for a few days and don't want to be without mobile data. Whenever I travel out of the US I simply buy a prepaid chip in country and am good to go. However for Puerto Rico they seem to be on the same system as the US where everyone has contract plans. I have US cellular and it does not have coverage in Puerto Rico.
