As a "wealthy" western tourist I don't mind paying a little over the odds for purchases from local shops and services, as long as it is not a total rip-off and I can see the argument for tourist rates at heritage sites in Sri Lanka but maybe they could provide a little extra for tourists such as an information leaflet in English and other European languages.
