The problem in dropping it off thr night before is many hotel don’t operate shuttles for flights pre 7am. Many national car rental companies allo early am drop car off and put keys in a box.

   The demand is not there for keeping it open for 24-hours. I think you have 2 choices: #1) As many suggested upthread, taxi/uber to downtown Sacramento (about 12-13 miles away). Stay a night and walk to a rental car office of your choice to get a rental car. Avis, Hertz, Budget, Enterprise. Around J Street and 12th - 16th streets.

You'd need to rent the car the day before to get such an early start. You can drop it off anytime by leaving the keys in the drop box at the rental counter.

Use the car rental websites (e.g. Alamo, Avis, etc.) or an app like Costco's travel, Kayak, etc. to find where the local rental offices are.
