Foreigners can rent cars without drop off fees between Nv, Az, and Ca and even sometimes between Co and Ca but not between Tx and Ca.

For example a one day rate picking up and retuning to the same San Diego Location may be $40 but to pick up in SD and return in LA it may be $75/day.

    Most rental car agencies, and in my own experience Avis is now part of this, do not charge a separate "One Way Fee" any more but instead work it into the "Base Rate". Also, many regions are run as a conglomerate where for many rates you can pick up or drop off anywhere (major locations at least).
