If they have a lot of cars sitting around- the price drops. If they have fewer cars sitting around- the price goes up. Your guess as to which applies to your dates and location. I have found, depending on the location, rates do often drop nearer the dates. But, other locations where they rent fewer cars- the price will only rise.
