As a visitor I wouldn't rent a car to get around Dubai.It's much easier to just use taxis. Dubai's road layouts can be very confusing and you can easily miss turns and have to drive 10 miles to get back to where you want to be - Dubai has many highways and you'd have to use them to get from one area to another.

Taxis are consistent, reliable and relatively cheap. Careem is a better local alternative than Uber, although it's recently been purchased by Uber so the services will effectively merge.
In 2 days we covered most of the places . And we covered night tour as well . In general we used both taxi and metro . you mentioned malls . Dubai mall and Emirates mall linked to metro station . I found taxis and metro was very convenient there . Like others said hiring a car in Dubai is more hassle as their rules are very strict .
1. Re: Rental car vs Taxi. Opinion is divided. I don't think hiring a car is nescessary to get around the city - parking is difficult, especially in Bastakaih and Deira and road directions and layout confusing with limited signage. The metro is great and taxis are cheap, safe, clean and plentiful.
Driving in dubai is complicated. Even people who live here and use a GPS get lost and spend time finding their way again. The Dubai Mall, where you will park on your way to the Burj Khalifa, has 14 000 parking spaces. That need not be a problem, except that you will be a bit new and jet lagged.
