Make sure the quality of images is set to 50%. Click CONVERT at the bottom of the screen. Save it to you device. This should reduce the quality by around 50% but will still be good enough to read. You can check the quality of the PDF when you open it and also the KB's. This is just for the passport page photo/scan.
Compression of an image to reduce file size (in Kb) is usually "lossy" and is not advised for featured pictures. Image compression will reduce download times and save disk space, but it does so at the expense of fine detail and overall image quality. If in doubt, when saving JPEG files, always select the "maximum" quality setting.
There are lots of free photo resizing apps in Google Play and presumably Apple store, I've had to upload lots of photos to various Kenyan government websites, you can set the side parameters and the app does it automatically.
