So both bookings were made through Expedia and one was cancelled directly by BA.

Yes, because you get one ticket per passenger and each ticket gets charged separately as it is a separate accountable document with a separate ticket number. Nothing to do with dup charges. Reply. My understanding is that there are certain categories of people who get BA promo codes. This is relatively new, introduced after they starting reducing the need to call to book if you are entitled to a special type of ticket, so now pretty much all bookings can be made online.
