There is no unrestricted access to the Internet in Vietnam. It is not as bad as China, but it's certainly not as free as in most democratic countries. FB and Google are not blocked, but I think the VIetnamese versions of BBC, VOA, RFA are blocked. I can read my news on WSJ, but can't comment, because the comments are blocked.

Please read the post that is pinned to the top of the page. You CAN NOT get a VOA on your own. You must go through a Vietnamese travel agency.
Alice, the embassy website is not necessarily truthful- their main income stream is selling visas so they do their best to discourage VOA, even lying to do so. If you do a simple search here on this forum you will find dozens of posts from people who have successfully used VOA and the agencies they got their VOA letters from. Edited: 10 years ago
