Kevin you are right that the rentals are not physically at the port. it works much like an airport with offsite rental locations. Sometimes it can be busy and when a ship comes or goes it tends to be. Budget is the closest about 3 miles, followed by Avis and Hertz and Thrifty a little further down the street.
Good choice! Avis, Hertz, Budget, Thrifty, Dollar, Alamo, and Enterorise and all will shuttle you to/from the ship!
