If insurance was included in your booking, then it should have been reflected on the booking - you should have had something to show that insurance was included.

Some Hertz locations are just that - painful to deal with. Others are nicer. Hertz 800 number is 1 (800) 654-4173 so you might want to see if they can direct you to someone who is not at the location you rented from. (I would not give it much hope but I would suggest trying to contact people outside of the location you rented from if possible).

As a suggestion for the future, as I don't know where you can go with the current issue, given the instant facts of the matter, get an American Express Card -- Gold or Platinum, if you can -- as they will take your side first and work back from there.
