Hertz Australia also told us that this type of behaviour is common in the US and passed us on to a customer complaint team. They closed the case without even speaking to us. We had to chase them to open it again. They been extremely blasé about the entire incident with an email showing the signed receipt (der!!!!) confirming "you paid, bad luck".
Some Hertz locations are just that - painful to deal with. Others are nicer. Hertz 800 number is 1 (800) 654-4173 so you might want to see if they can direct you to someone who is not at the location you rented from. (I would not give it much hope but I would suggest trying to contact people outside of the location you rented from if possible).
I agree photoguy. Another thing to think about is Hertz is generally regarded as one of the best rental car companies. When we need a car we have to rent from somebody. This problem could have come up with any company, it just happens to be Hertz in this case.

Hertz Mexico is a very unprofessional organization. I verbally declined all additional insurances, upgrades or anything from the basic rental multiple times. However, they added insurance and upgrades last second and ask me to sign pretending it was what we originally agreed. I read their Google reviews and this happens every day to tourists.

I waited in line for over 20 minutes while three sales representatives dealt with angry customers. I should have taken that as a cue and left but I felt stuck.
