What time of day do you plan to come through the Baltimore DC area? If coming in the morning before 10 or so you will run into traffic inbound to Baltimore. If you hit Baltimore around 10 AM, you will be fine staying on i95 all the way through and south of DC. You will miss rush hour. On 301 the lights between route 4 and La Plata can be a pain.

Add traffic and the 2 options (301 or 95) are about the same. I prefer 301 though because they are smaller roads and it's more scenic. 95 is more direct but I don't get along well with DC traffic and you will always hit traffic all the way from Baltimore to the south side of N. I know basic knowledge that the beltway is heavy during the rush hours but trying to figure the best time to drive on it. Might have no choice though. Summary of trip: Heading to Ocean City Friday morning leaving Hanover, about a hours north of Baltimore.
