I do have a card that has a PIN, but signature is still the primary authentication method so I still get a receipt to sign everywhere. Even non-chip cards should still be accepted with a swipe of the magnetic strip. I've had several merchants in Ireland do that even though I have chip cards and the transaction went through just fine.
