Yes, the PC Mastercard is a Canadian card, so should work in Cuba. As post #1 mentioned, advise you credit card company before you travel that you are going so that if they have any special holds for use outside of Canada they can remove it. This goes for any company as some do put such holds on.

My PC Mastercard was the one that refused to refund me when they cancelled my trip I booked two weeks before COVID! They had me on hold forever and were horrible to deal with. I had to wait a long time and got the refund through my travel agent/Trip Advisor. I refused to use that card anymore. Note to self...meant to actually cancel it.
