I did a dummy reservation, and somewhere along the process, where Costco asks for "Renter's Detail", there is a slot where you enter Budget Fastbreak number. Maybe if you have already made the reservation, go back to edit "Renter's Detail" and enter your Fastbreak number.

We usually try to rent from a downtown location, but since we are arriving earlier in the day, and want to travel north, we are planning to rent a car at the airport.
