There will be no additional charges unless. 1) You ask for additional services when picking up the car, such as changing insurance, asking for Serius Radio, upgrading to a different car type. 2) You may get billed if you use their fast pass on the car to use toll roads.

The above post may work out perfectly for you, however without knowing your specific plans, hard to tell you more. Avis charges $3.95 fee per rental day, plus tolls ($20 max) and they don't use a transponder, it is toll by plate.
You are correct in saying $16.75 a month plus tolls for Avis. For the same length of rental period with Dollar you would be looking at paying $183.96 if you opted in or a vast amount more than that if you hadn't opted in.
As for been up sold at the counter for refuelling, personal effects insurance etc, all rental companies do that. Just say no or check in online and skip the counter. In any case, Alamo, National and Avis are my goto for rental cars in the US. Edited: 12:33 am, November 04, 2023
