In the United Kingdom, telephone numbers are administered by the Office of Communications ( Ofcom ). For this purpose, Ofcom established a telephone numbering plan, known as the National Telephone Numbering Plan, which is the system for assigning telephone numbers to subscriber stations. On 1 July 2015, a simplified universal charging system was introduced for 087 numbers and all other 'service numbers'. Calls to all 087 numbers now consist of a 'service charge' of up to 13p per minute and/or 13p per call, plus a standard 'access charge' set by the caller's own phone company which typically ranges from 7p to 45p per minute.
For the price of 10p per minute to call UK, every mobile phone in this country has this rate. Just make sure you dial 009 before your country code and then number. For example, 009 41 xxxxxxx for UK and 009 1 xxx xxx xxxx for US.

The leading 0 of a UK telephone number is never optional. If you are dialling from another UK telephone, you must incluide it. If you are dialling from an overseas telephone, you must not use it. In this respect, it is very similar (but completely identical) to "1" at the start of North American telephone numbers.

Mobile phones use geographic area codes (two digits): after that, all numbers assigned to mobile service have nine digits, starting with 6, 7, 8 or 9 (example: 55 15 99999–9999). 90 is not possible, because collect calls start with this number.
